  • Position Information

    The Utility Ratemaking Professional/(Manager Level) is a high level individual contributor involved in complex and technical analyses and is an integral subject matter expert on all of the Company’s regulatory matters. The results of these efforts have a direct effect on the Company’s authorized rate of return and realized earnings. This position serves as a subject matter expert witness in regulatory proceedings.
     

    Responsibilities

    Job responsibilities include, but are not limited to:

     

    • Develop complex and technical analyses in support of the Company’s regulatory goals and objectives and identify variances, trends or issues that may impact cost recovery or regulatory initiatives and research in order to provide recommendations to management to ensure the appropriate level of revenues are requested and being recovered in rates
    • Provide subject matter expertise in the development and review of regulatory proposals, and review the work of internal personnel and external parties critically and ask challenging questions, to ensure the Company is achieving its regulatory objectives
    • Provide subject matter expertise on all regulatory initiatives and develop complex financial models used to establish and support the Company’s regulatory objectives
    • Prepare and review regulatory filings, testimony and supporting schedules to ensure work products effectively advance the Company’s regulatory strategies, including providing direction to internal departments to develop analyses on topics related to regulatory issues
    • Provide subject matter expertise in formulating and recommending potential ratemaking and regulatory policies and strategies for consideration by senior management
    • Ensure that execution of regulatory strategies achieves desired business results by regularly reviewing achieved results and directing adjustments to strategies accordingly
    • Serve as the technical regulatory subject matter expert for special projects and perform and coordinate related analyses to support the project objectives while ensuring alignment with the Company’s regulatory strategy
    • Serve as a subject matter expert witness in regulatory proceedings by sponsoring written testimony, responses to discovery requests, and testifying persuasively at hearing in support of any or all regulatory proposals before state and federal regulatory bodies, at times under adverse conditions, to defend the Company’s position or to defend against positions that the Company finds objectionable
    • Review forecasted results of operations by ratemaking jurisdiction to develop recommendations to senior management in support of corporate financial and regulatory goals
    • Review complaints, briefs, statutes, regulations, proposed regulations and other regulatory documents for the purpose of analyzing and formulating appropriate regulatory response or action and informing senior management of such activity
    • Proactively monitor emerging regulatory issues to formulate and recommend appropriate regulatory strategies in support of the Company’s corporate financial goals
    • Proactively monitor and maintain awareness of activities companywide and consult with internal departments as appropriate to identify changes that may impact regulatory strategy
    • Advise and counsel senior management on all technical aspects of regulatory strategy, regulatory policy, philosophy and objectives
    • Assist in reviewing financial and operational analyses conducted by department analysts in each rate jurisdiction to ensure recorded and statistical information is completed and maintained in a timely and accurate manner to provide the analytics necessary to support cost recovery initiatives, regulatory filings and regulatory strategy
    • Assist in the execution of all regulatory strategies through regulatory filings in multiple ratemaking jurisdictions and before multiple regulatory bodies
    • Assist with the annual preparation of the budgeted margin and ensure operational changes or commission decisions are accurately reflected, as appropriate
    • Assist in the preparation and review of data requests and responses to data requests
    • Assist with the performance of all internal and external regulatory monthly, quarterly, and annual compliance, tariff, and rate adjustment filings
    • Assist with the development and review of department procedures and documentation prepared by others to ensure they are appropriately updated and maintained
    • Assist with advising internal departments of compliance requirements and regulatory impacts ordered by Commissions and recommend alternative business practices, as appropriate
    • Assist other departments in carrying out their responsibilities by directing the preparation of analyses, projections, reports or other data, as requested
    • Ensure that execution of regulatory strategies achieves desired business results by regularly reviewing achieved results and recommending adjustments in strategies accordingly
    • Maintain a subject matter expert knowledge level of technical issues involved in ratemaking and regulatory affairs as well as the legal requirements for tariff and certificate filings
    • Maintain an acute awareness and expertise of Commission approved tariffs, statutes, regulations, and pertinent Commission decisions
    • Interact with various stakeholders to resolve and narrow issues to obtain satisfactory outcomes for the Company in regulatory proceedings
    • Actively identify, implement and encourage potential enhancements to current processes that may streamline or increase efficiencies
    • Attend and participate in various conferences, workshops and hearings related to regulation and on-going proceedings or issues of interest to the corporation
    • Perform other duties and responsibilities as assigned
    • Regular and predictable attendance is a condition of employment and is an essential function of the job

    Minimum Qualifications

    This position requires a minimum of eight to ten years of relevant utility ratemaking-related work experience plus a minimum of a bachelor’s degree engineering, economics, accounting, finance or similar field; or equivalent combination of education and experience sufficient to successfully perform the essential job responsibilities. In addition, this position requires the demonstration of a high level of analytic problem solving, knowledge of spreadsheet software, and the ability to perform complex computer model development.  In addition this position requires the demonstration of an advanced level of technical writing ability.

     

    A clear understanding of cost of service ratemaking and utility regulation is required for this position.  Contacts and relationships within regulatory and administrative agencies and governments are imperative for the incumbent’s successful performance. 

     

     

    Salary Details

    $113,088 - $141,360
