    Analyst II/Regulation and Energy Efficiency
    This position may provide analysis in support of the Company’s regulatory goals and initiatives by assisting in the preparation of rate changes, tariffs, and regulatory materials that are used in the advocacy of the Company’s regulatory positions.  This position may also perform rate billing system set-up, entry, and maintenance. This position may also perform energy efficiency program related activities, including the collection and reporting of research activities.  This position may also be responsible for developing a detailed understanding of the Company’s state tariffs, public utility codes, commission orders, energy efficiency programs, research collection practices and is able to convey that information to various Company employees and outside entities, as necessary.  This position may serve as a subject matter expert witness in regulatory proceedings.
     
    Senior Analyst/Regulation and Energy Efficiency
    This position is responsible for assisting subject matter experts in the analysis of the Company’s regulation and energy efficiency initiatives and may be responsible for ensuring all rate changes, tariffs, and regulatory initiatives are performed as directed, as well as developing and recommending regulatory solutions that maximize the Company’s opportunity to recover its authorized margin amounts and earn the authorized rate of return.  This position may also be responsible for rate billing systems set-up, entry and maintenance.  This position may perform energy efficiency program related activities, including the collection and reporting of research activities. This position may also be responsible for developing a detailed understanding of the Company’s state tariffs, public utility codes, commission orders, energy efficiency programs, research collection practices and is able to convey that information to various Company employees and outside entities, as necessary. This position may serve as a subject matter expert witness in regulatory proceedings. This position assists in the training of Analyst level department staff.
     

    Responsibilities

    Depending on the candidate’s knowledge and experience in the regulatory process, the successful candidate will have varying levels of responsibility for the following activities:

     

    Analyst II:

     

    Job responsibilities include, but are not limited to:

     

    REGULATION

    • Retrieve data to support and assist in preparing regulatory filings, testimony and supporting schedules to ensure work products effectively advance the Company’s technical regulatory strategies, including providing direction to internal departments to develop analyses on topics related to regulatory issues
    • Assist in developing regulatory proposals and review the work of internal personnel and external parties critically by asking challenging questions to ensure the Company is achieving its regulatory objectives
    • Retrieve data and prepare financial and operational analyses in each rate jurisdiction to ensure recorded and statistical information is maintained in a timely and accurate manner to provide the analytics necessary to support cost recovery initiatives, regulatory filings and regulatory strategy
    • Assist in preparing and developing complex and technical analyses of multiple components of the Company’s cost of service and rate design allocation models in each rate jurisdiction and identify variances, trends or issues that may impact cost recovery or regulatory initiatives
    • Retrieve data and assist in preparing forecasted results of operations by ratemaking jurisdiction to develop recommendations to senior management in support of corporate financial and regulatory goals
    • Assist in preparing analyses to ensure that the execution of regulatory strategies achieves desired business results by regularly reviewing actual results and directing adjustments to strategies accordingly
    • Proactively monitor and communicate emerging regulatory issues and the potential impact on the Company’s operations
    • Assist in performing Company billing system entries to ensure customers are accurately and timely billed and the Company recovers all amounts authorized by its regulatory commissions, including making recommendations when changes to the billing system are required
    • Assist in preparing various components of the annual budget and ensure operational changes or commission decisions are accurately reflected
    • Assist in reviewing complaints, briefs, statutes, regulations, proposed regulations and other regulatory documents for the purpose of analyzing and formulating appropriate regulatory response or action
    • Assist in preparing responses to data requests
    • Perform other duties and responsibilities as assigned
    • Regular and predictable attendance is a condition of employment and is an essential function of the job

    ENERGY EFFICIENCY

    • Research and retrieve data to assist in the design and development of the Company’s portfolio of approved energy efficiency programs
    • Perform energy efficiency program accounting to ensure compliance with regulatory requirements and corporate guidelines
    • Develop a high level of understanding of energy efficiency issues and topics by researching related regulatory filings of the utilities and current regional and national energy efficiency issues
    • Prepare and maintain energy efficiency program applications to add/revise terms and conditions and program structure, as necessary, consistent with regulatory and legal requirements
    • Research and retrieve data to assist in the preparation of content in support of all regulatory filings including written testimony, data request development and response, and other related regulatory duties
    • Execute software applications utilized for regulatory reporting and manage the performance of quality assurance analysis on rebate processing, program summary reports and other related processes
    • Maintain key performance metrics to measure product and program effectiveness and drive continuous improvement activities

    Senior Analyst:

    REGULATION

    • Assist in preparing regulatory filings, testimony and supporting schedules to ensure work products effectively advance the Company’s technical regulatory strategies, including providing direction to internal departments to develop analyses on topics related to regulatory issues
    • Implement and assist in implementing technical programs designed to execute corporate policy and strategy
    • Develop regulatory proposals and review the work of internal personnel and external parties critically by asking challenging questions to ensure the Company is achieving its regulatory objectives
    • Prepare financial and operational analyses in each rate jurisdiction to ensure recorded and statistical information is maintained in a timely and accurate manner to provide the analytics necessary to support cost recovery initiatives, regulatory filings and regulatory strategy
    • Prepare and develop complex and technical analyses of multiple components of the Company’s cost of service and rate design allocation models in each rate jurisdiction and identify variances, trends or issues that may impact cost recovery or regulatory initiatives
    • Prepare forecasted results of operations by ratemaking jurisdiction to develop recommendations to senior management in support of corporate financial and regulatory goals
    • Prepare analyses to ensure that the execution of regulatory strategies achieves desired business results by regularly reviewing actual results and directing adjustments to strategies accordingly
    • Prepare and review various components of the annual budget and ensure operational changes or commission decisions are accurately reflected
    • Review complaints, briefs, statutes, regulations, proposed regulations and other regulatory documents for the purpose of analyzing and formulating appropriate regulatory response or action
    • Develop an awareness of activities companywide and consult with internal departments as appropriate to identify changes that may impact regulatory strategy
    • Develop entry level staff members through training on department responsibilities
    • Perform peer level review of filings, analyses, proposals, as appropriate
    • Perform other duties and responsibilities as assigned

    ENERGY EFFICIENCY

    • Execute the design and development of the Company’s portfolio of approved energy efficiency programs
    • Maintain energy efficiency program adherence to regulatory compliance standards, including budgetary guidelines
    • Perform energy efficiency program accounting to ensure compliance with regulatory requirements and corporate guidelines
    • Develop an understanding of each of the Company’s customer segments as it relates to the current and potential use of natural gas to effectively administer and assist in the development and design of outreach for the Company’s portfolio of energy efficiency programs
    • Perform targeted outreach to the Company’s customers to encourage the efficient use of natural gas through the portfolio of approved energy efficiency programs
    • Develop an enhanced knowledge level of energy efficiency issues and topics by researching related regulatory filings of the utilities and current regional and national energy efficiency issues
    • Prepare and maintain energy efficiency program applications to add/revise terms and conditions and program structure, as necessary, consistent with regulatory and legal requirements
    • Prepare content in support of all regulatory filings including written testimony, data request development and response, and other related regulatory duties

    Minimum Qualifications

    Analyst II

     

    This position requires a minimum of three years of relevant work experience plus a minimum of a bachelor’s degree in economics, accounting, finance or similar field; or equivalent combination of education and experience sufficient to successfully perform the essential job responsibilities. The successful candidate should demonstrate a high level of analytic problem solving and knowledge of spreadsheet software, with the ability to perform under strict time constraints.  In addition, this position requires the demonstration of an advanced level of technical writing ability.

     

    Senior Analyst

     

    This position requires a minimum of five years of relevant work experience plus a minimum of a bachelor’s degree in economics, accounting, finance or similar field; or equivalent combination of education and experience sufficient to successfully perform the essential job responsibilities. The successful candidate should demonstrate a high level of analytic problem solving, knowledge of spreadsheet software, and experience with complex computer model development with the ability to perform under strict time constraints.  In addition, this position requires the demonstration of an advanced level of technical writing ability.
