Position Information

The Staff Superintendent/Right-of-Way is responsible for oversight of the corporation’s right-of-way policies, practices, and guidelines as well as providing technical direction and support to the five operating divisions. This position ensures compliance with applicable codes and regulations related to rights-of-way acquisition, use and release.


  • Supervise and develop the Corporate Right-of-Way staff
  • Develop and implement policies, practices and guidelines for acquiring and disposing of land rights for pipeline facilities
  • Provide analytical expertise, guidance and interpretation of land rights policies, practices and procedures
  • Coordinate with applicable Division departments to ensure consistency in and enhance right-of-way policy, practices and procedures
  • Develop and implement training materials and courses in right-of-way principles
  • Manage the land rights record system
  • Manage contracts for right-of-way services
  • Manage the land rights rent budget to ensuring accuracy of invoicing, timely payment and budget is on target
  • Monitor and evaluate federal, state and local laws and regulations impacting right-of-way activities and initiating any appropriate action
  • Develop methods, practices, standards and procedures to simplify tasks and reduce costs
  • Participate in right-of-way industry and government agency organizations such as the International Right of Way Association
  • Perform related duties and responsibilities as assigned
  • Regular and predictable attendance is a condition of employment and is an essential function of the job

Minimum Qualifications

This position requires eight to ten years of relevant work experience as well as broad knowledge and experience in industry business practices plus a Bachelor of Science degree in business administration, engineering or related field or equivalent combination of education and experience sufficient to successfully perform the essential job responsibilities.


Professional certification from the International Right of Way Association (SR/WA designation or specialty certification) is desired.
